Remove version compatibility bug in PackageManagerCLITest

    Description

      Currently the PackageManagerCLITest uses a package in solr/core/src/test-files/solr/question-answer-repository/repository.json. These packages have version constraints, set to "8 - 9". Therefore this test started to fail whenever branch_9x was cut and main was upgraded to 10.0.0.

      To make sure we don't hit this whenever a new major version is released, we need to fix the test.
