Blocker Description
Before the Lucene 9.0 release, several changes were made to the gradle build. Many of the same are needed in Solr, such as assembling source distribution, signing artifacts, publishing to artifactory etc.
dweiss If you have an outline of needed changes, please fill in here. We may not be able to cherry-pick, but many of these are hopefully clean enough to copy/paste into the solr build.
