Description

SOLR-14656 removed the autoscaling framework from the main branch and deprecated it in the 8.x line.
The UTILIZENODE command should be marked as deprecated in the reference guide: https://solr.apache.org/guide/8_9/cluster-node-management.html#utilizenode
