[SOLR-15372] When you run techproducts example, you can't create more cores.

Description

While I was working on writing documentation about the CoreAdmin CREATE API commands as part of SOLR-11646, I discovered that when you spin up the an example via bin/solr start -e techproducts due to the way the solr.home is set that you no longer have access to the bundled configsets/ directory.
