[SOLR-15108] Randomly use new 9.0 Autoscaling plugins in test suite

Description

The new pluggable Autoscaling framework is currently unused by the test suite. Ideally, our unit tests will run against this framework some percentage of the time.

I'll work on configuring unit tests to switch between Legacy placement and the Affinity placement plugin, either via:

1. A custom solr.xml that will trade off with default randomly
2. Cluster properties set randomly
3. Using a system property that will inform the solr.xml randomly
