Description

In learning more about SOLR-13412, I blithe assumed the LukeRequestHandler was in the Ref Guide. It isn't, there is an older cwiki page https://cwiki.apache.org/confluence/display/solr/LukeRequestHandler that is rather hard to understand.

Let's add the LukeREquestHandler to the Ref Guide, and then wehn Luke is properly documented, it can be linked from there.
