Description

solr version: 8.3.1

steps to reappear:

step1: configured LbHttpSolrClient whith ['http://host1:8983/solr', 'http://host2:8983/solr']

step2: shutdown host2, and keep query going

step3: start host2, wait for 1 minute or more, but we'll find host2 not receiving any query request
