Description

'autoReplicaFailoverBadNodeExpiration' and 'autoReplicaFailoverWorkLoopDelay' parameters were deprecated in 7.1 after the 'autoAddReplicas' feature was ported to autoscaling.

We should remove them from the code to get rid of the cruft.
