Description

A few plugins configurable in solrconfig.xml still cannot be loaded from packages 

1. SolrEventListener (improperly implemented)
2. DirectoryFactor
3. Updatelog
4. Cache
5. RecoveryStrategy
6. IndexReaderFactory
7. CodecFactory
8. StatsCache

#1 can do hot reload.  other should result in reloading the core.
