Deprecate Velocity

    Description

      Velocity response writer is not widely used. Let us deprecate velocity in 8.4 and remove it in 9x or 10x.

      Update: New home for a supported version of velocity is https://github.com/erikhatcher/solritas, thanks to ehatcher.
