      Description

      Let us add an attribute 'enable' to all the plugins to enable/disable it at start time.

      example:

      <requesthandler name="/update" enable="${enable.update}"/>

      This helps in having a common solrconfig for master and slave and enable disable components from external params

        I guess this is trivial enough to be added to 1.4
