In https://github.com/apache/lucene-solr/commit/4fedd7bd77219223cb09a660a3e2ce0e89c26eea#diff-21d4224105244d0fb50fe7e586a8495d on https://github.com/apache/lucene-solr/pull/300 for SOLR-11831 diegoceccarelli proposes to add javadocs and uneven length parameter rejection for the SolrTestCaseJ4.params(String...) method.

This ticket proposes to do that plus to also add basic test coverage for the method, separately from the unrelated SOLR-11831 changes.
