[SOLR-12285] access the index page but response 404 error

Description

i have install the solr 7.3 in a natvie stand-alone enviroment, and then i access it with "http://127.0.0.1:8080/solr" but response 404 error.  so i try again with "http://127.0.0.1:8080/solr/index.html" , it reponse 200 and all is right. that's why ???
