Description

SOLR-1696 https://svn.apache.org/viewvc?view=revision&revision=899572 in 2010 deprecated top-level <highlighting> syntax in solrconfig.xml in favour of <searchComponent> equivalent syntax.

The SolrConfig.java code to read the top-level highlighting syntax seems to be gone but HighlightComponent.inform itself still supports SolrHighlighter PluginInfo.

This ticket is to formally deprecate the old syntax from Solr 7.3.0 onwards and to stop supporting it from luceneMatchVersion 7.3.0 onwards.
