BlockCache test and documentation improvement

    Description

      We need better concurrency tests for the BlockCache, to ensure that we're working on something really stable. This is really part of the effort to diagnose SOLR-10115, but will be useful long after.
      I plan to add missing code comments as I review the code as well.
