Update javax.json.spi.JsonProvider to 1.1

    Description

      The provided javax.json.spi.JsonProvider interface hasn't been updated to 1.1 when we did the update to the 1.1 spec. That causes problems when one is trying to use 1.1 features. We need to update the interface and release a fix version (this will need to skip the bnd version check).
