    Description

      Since SLING-6068 now allows to build and start quickstart's for e.g. integration tests in e.g. bundle projects it would be good to reduce the overhead of building the quickstart jar as much as possible.

      This includes only doing something for the goals prepare-package and package in case something about the model really has changed. Only for SNAPSHOT dependencies in the provisioning model the build should be done always.
