[SLING-4263] Bundle location should be set to ? by default

Description

Right now, if a config is created the bundle location is set to null and therefore the first client asking for the config is bound to it. However, the config admin spec suggests to specify ? as the bundle location to allow multi binding. In this case all clients asking for the config get bound to it.
Binding a config to a single client has also the disadvantage that once that client is removed, the config is still bound to it and can't that easily be rebound.
