[SLING-3645] Ignore publish requests if the server is stopped

Description

The WST framework does not always check that the server is started when publishing. Actually that may even not be part of the contract.

Therefore we should guard against such operations being performed. At least one negative side effect is that when the server is started for the first time a full publish is performed for all deployed modules.
