Both are defined in OSGi Compendium R7. The actual artifacts are:

1. Promises 1.1:
   1. org.osgi.util.promise 1.1.1
   2. org.osgi.util.function 1.1.0
2. Converter 1.0
   1. org.osgi.util.converter 1.0.9
