Description

As discussed in https://lists.apache.org/thread/2p9jx4ybpkogpkf9wdy97kv8lkzrsg0r and https://lists.apache.org/thread/6p86tqpldjj83zw3288ooht869yt99dr we should increase the default target Java to version 11.
