Description

Before starting the sequential AA placement requests, look though the history and ask for instances on historical nodes considered suitable.

That is: no running instances, not considered failing or unreliable —same as normal.

Escalation will need to handle this too. Presumably there

1. if existing pending/active AA requests, add one more to the counter
2. if none, create a new AA placement
