Description

AuthorizingRealm is a subclass of Authentication realm. However, there are circumstances where a realm wants to be used for authorization but not authentication. A flag, which can be set in the ini, should be added to disable authentication for things which are authorizing. This flag can then be utilized in the supports() method to handle it.
