Increase field PRIVILEGE_NAME to 4000 characters to enable long URIs

    Description

      We should increase the size of the field to enable long URIs. I would propose 4000 as that is the limitation on Oracle side.

          Bug - A problem which impairs or prevents the functions of the product. SENTRY-254 Privilege name in provider db has a limit of length 128 which might be very low for long uris.
