FullUpdateInitializer metrics are not reset for each new HMS snapshot

    Description

      The counter metrics displayed on the logs for the FullUpdateInitializer keep increasing whenever new snapshots happen. This is not allowing us to clearly track the progress of a HMS snapshot in Sentry.
