Minimize the time sentry blocks HMS threads

    Description

      Currently HMS is blocked for max of one sec by sentry for below operations

      1. create database
      2. drop database
      3. create table
      4. drop table
      5. alter table

      Reason for this is to make sure that sentry fetched  the notification event from HMS and processed.
