Description

I noticed this while running the conversion tool (SENTRY-480), which uses the SimpleFileProviderBackend:

ERROR: Error processing file sentry/test-authz-read-write-admin.iniNo authorizable found for indexer=purchases

We should change this to something like:

ERROR: Error processing file sentry/test-authz-read-write-admin.ini.  Message: No authorizable found for indexer=purchases
