[SENTRY-1095] Insert into requires URI privilege on partition location under table.

Description

"Insert into" hive command is adding a location information in the partition description. Usually if there is location information, we make sure user has privileges on this URI. But seems like as this location can be generated implicitly even if the partition is under the table directory, I think we should relax the checks in these cases.
