Add config to optionally disable caching introduced in SENTRY-1007

    Description

      In SENTRY-1007 a performance improvement was added which cached a users privileges for the scope of a single query. If the Sentry policy if extremely large, this could end up being significant overhead. We should add a config to optionally disable the caching behavior (default should be to cache).
