Description

This is an umbrella issue for improving multiple raster band algebra functions. Most of the improvements were made when integrating Apache Sedona into a deep-learning pipeline.

1. RS_MultiplyFactor only accepts integer factors. It should be able to accept double factors
2. RS_Array should accept double literals such as 1e-12
