[SCOUT-81] jaxr-api cannot contain generics

Description

I tried to build scout against the geronimo jaxr api jar and it failed due to conflicts between the generified api and the non-generified api. Then I updated the geornimo jaxr api jar to include the generics and ran the tck signature tests. Unfortuneatley the generics cause failures.

Unless there's been a jaxr spec update that allows the generic signatures and a corresponding tck update you need to rollback the generic interfaces before releasing.
