[SCM-607] extend scm:blame BlameLines with author AND committer information

Description

Currently the BlameLine contains only an author field. In some SCMs we additionally get the information about the committer. For such SCMs, we should provide both informations. If no separate information is available, then the committer field should also be filled with the author information.
