[SCM-500] Make the perforce provider suitable for Wagon SCM

Description

Apart form SCM-496, at least two issues must be fixed:
1) add, checkin, and status command should honour clientspec
2) checkin should correctly process ScmFileSet with empty file list (per ScmProvider spec)

I'm attaching a patch for these two issues
