Fix randomly UT failure of TestProviderQpsFlowControlHandler
Change the check method of some unit tests

Travis-CI occurs randomly UT failure, logs see below.
Our analysis conclusion is that sometimes the UT runs a little bit slowly, so the QpsController is refreshed and QPS mechanism is not triggered.
The solution is to mock System.currentTimeMillis().
