Description

Current, we have following two registry mechanisms. 

1. Local
2. Service Center

we should refact to create sperate fold for each registry mechanism.  For example, all Local registry related code should be organized into a package (including model, client, util etc)...All Service Center registry related should be put in its own fold .

Later on, it will be easier to introduce other registry mechanism.
