Description

org.apache.samza.container.grouper.task.TaskNameGrouper and the recently-added
org.apache.samza.container.grouper.task.BalancingTaskNameGrouper

Are in the samza-core module, even though they are part of our pluggable API and are documented in the config table with the key "task.name.grouper.factory"

This ticket is to move those interfaces to the samza-api module.
