[SAMZA-312] Standardize Scala version marker

Description

Currently we specify Scala as either 2.10 or 2.9.2, one with the third version component and the other without. This is inconsistent; we should use either one style for both. We should probably drop the 2.9.2's extra .2 as all the 2.9 releases are intended to be compatible.
