Description

ProcessJobFactory and ThreadJobFactory are used only by JobRunner, which is only used by RemoteApplicationRunner.

In RemoteApplicationRunner, we only get submission config as ClusterBasedJobCoordinator is responsible for fetching the full job config now. Similarly, ProcessJobFactory as well as ThreadJobFactory need to fetch full job config first too.
