[SAMZA-2310] Samza framework should differentiate between implicit and explicit intermediate streams

Description

While changing createStream implementation to check if the stream exists or not is a work-around, could we differentiate between implicit intermediate streams (implicit => the intermediate streams created by Samza planner) vs explicit intermediate streams (streams created by user) and not call createStream for the explicit streams ?
