German umlauts generate erratic anchors for weblog entries

    Description

      If german umlauts are used in the weblogentry-title, these are stored as anchors (db: weblogentry.anchors). These anchors are later used on the page-navigation and in the rss-snippets on the pages in encoded format resulting in incorrect page-anchors.

      Heres is an example:
      Page-Title: "Für die Statistik..." results in an anchor "für_die_statistik" stored in the db
      Encoded anchor: /f%C3%BCr_die_statistik

      Either there is some URI-decoding needed done by apache or the anchors should be stored encoded.
