[ROCKETMQ-156] broker reconnect， but consumer don‘t detect

Description

i get two machine.
1. startup namesrv on these machine。
2. then i follow the cluster guide, startup broker which is 2m-noslave on machine.
3. send message, and two broker(broker-a, broker-b) have 5 message each.
4. then i shutdown the broker-a.
5. startup consumer with two namesrv. so i get 5 message from broker-b
6. then i startup broker-a, but get nothing. message still in broker-a.

i set HeartbeatBrokerInterval with 5s, is still don't woks.

ps: if i startup one broker master. when broker reconnect, consumer will be get the message.
