Description

This issue removes the following empty files including only Apache License.

• reef-site.xml (even malformed XML file)
• DriverSingleton.java
• DefaultResourceManagerLifeCycle.java
• ResourceManagerLifeCycle.java
• LauncherSingletons.java

Also, it removes the following unused file since we are using `src/main/resources/log4j.properties `.

• src/main/conf/log4j.properties
