Description

For certain use cases we need metadata about remote files like creation/modification time, size etc. when interacting with a dfs. Current IFileSystem interface doesn't provide this.
One concrete example is uploading application resources for YARN job submission. YARNRM expects modification time for the uploaded resource.

We want to add the above API to IFileSystem.
