Implement ClassHierarchySerializer using Avro on the .Net side

    Description

      As the second step for REEF-148, we also need to implement the ClassHierarchySerializer on the .Net side. Once we have the both versions, then we can test and replace the serializer code including the cross-framework handover between Java and .Net environment.
