Enable docker container support for REEF on Azure Batch

      Description

      Azure Batch has support for docker containers. Using this feature allows the Azure Batch Job (the REEF driver) or Azure Batch Task (the REEF evaluator) to run within the environment of a docker container. This gives the user the flexibility to define any environment setup inside the dockerfile that defines the docker image instead of defining the environment completely inside the virtual machine image that is used for the creation of the Azure Batch pool.

      The Azure batch pool is tied to the VM image upon creation and cannot be changed. Enabling docker container support gives the added flexibility to use the same pool but add an extra layer of setup which can be defined separately for each job.
