[REEF-1781] Ensure REEF.NET builds on Windows 10 with only VS 2017 installed

Description

When building REEF.NET on a Windows 10 machine with only VS 2017 installed, one has to install a couple of optional packages:

• C++/CLI support, as the bridge uses that interface.
• Windows 8.1 SDK

Still, with these two installed, one issue remains: mscoree.h cannot be found. On my machines, that header file is in C:\Program Files (x86)\Windows Kits\NETFXSDK\4.6.1\Include\um. Hence, the file exists, but isn't found.
