[REEF-1713] Make REEF.submit() return the ID of the newly submitted application

Description

For the Unmanaged AM and REEF as a Library mode, the client needs to know an ID of the newly submitted application. As per REEF-1712, JobSubmissionHandler already have the method to get the application ID; we just need to propagate that information further to the client-facing API.
