Description

AppVeyor has Maven 3.3.9 installed on build workers, which matches our requirements. We can remove manual download step from dependencies installation to speed the build up a bit and remove dependency on availability of archive.apache.org.

We can't do the same for Travis CI yet, as its installed Maven is 3.2
