Description

There has recently been a lot of discussion on concurrency and thread safety best practices in our REEF.NET PRs but the first step should be to establish a convention that we follow. To start, we can add two attribute classes [ThreadSafe] and [NotThreadSafe], and document classes with theses attributes as we move along. This will be the umbrella JIRA item that encompasses the work to improve concurrency and thread safety documentation in REEF.NET.
