[REEF-1278] IFailedEvaluator message leads to shutting down of JAVA side driver

Description

Currently, when an evaluator fails and we get a IFailedEvaluator message in C# driver, the Java side driver shuts itself down.

This was not happening earlier and seems to have happened recently in last 1 month or so.

The aim of JIRA is to to fix this issue.
